The future of digital learning in higher education

A reflection paper provides a systematic overview of the impact of the COVID-19 pandemic on digital and online learning practices in the higher education sector.

Prior to the COVID-19 pandemic, higher education was one of the least digitised and most staff-intensive sectors of the economy, and came under incre­a­sing pressure to follow more digitally-driven business models. Meanwhile, online courses and degrees are a multi-billion-dollar market.

This paper, written by Stefan Humpl (3s) and Tine Andersen (DTI) on behalf of the European Commission, asks what con­di­ti­ons are indis­pensable for the digital trans­for­ma­ti­on of teaching and learning to endure in the future. In other words: Will higher education in the post-pandemic period return to the familiar concepts and methods of primarily analogue teaching and learning, or will the digital trans­for­ma­ti­on endure beyond the pandemic?
