The future of digital learning in higher education

A reflection paper provides a systematic overview of the impact of the COVID-19 pandemic on digital and online learning practices in the higher education sector.

Prior to the COVID-19 pandemic, higher education was one of the least digitised and most staff-intensive sectors of the economy, and came under increasing pressure to follow more digitally-driven business models. Meanwhile, online courses and degrees are a multi-billion-dollar market.

This paper, written by Stefan Humpl (3s) and Tine Andersen (DTI) on behalf of the European Commission, asks what conditions are indispensable for the digital transformation of teaching and learning to endure in the future. In other words: Will higher education in the post-pandemic period return to the familiar concepts and methods of primarily analogue teaching and learning, or will the digital transformation endure beyond the pandemic?
