Final Conference of the European research project CLEAR

The Final Conference presents project’s results and features a Keynote by Prof. Gert Biesta (University of Edinburgh, United Kingdom) and a European Roundtable with expert inputs by Prof. Nafsika Alexiadou (Umeå University, Sweden), Prof. Tanja Sturm (University of Hamburg, Germany) and Prof. Justin J. W. Powell (University of Luxembourg, Luxembourg) that aim at discussing the policy implications of the project’s findings.

The Conference takes place at the Fundação Cidade de Lisboa, Campo Grande 380, 1700-097 Lisbon, Portugal on Tuesday, September 16, 2025, from 10:00 to 17:30 (UTC). The conference language is English.

Conference Theme & Research Context

What are educational achievements? What institutional, structural, individual, or spatial factors decide on educational success? And how do they interact in the process of constructing learning outcomes? CLEAR’s Final Conference addresses issues that young people face during their life courses. Since low achievements, mainly reported among groups in multi-disadvantaged positions, have a massive impact on life quality and prospects of learners, we examine how intersectional factors and issues of Spatial Justice interact at local/regional levels to produce different learning outcomes. Our analyses are also informed by the results of participatory actions that have provided us with expert knowledge of national/regional policymakers and local practitioners and helped us to develop a more holistic and reflexive approach to education.

The CLEAR Research Project

The European research project Constructing Learning Outcomes in Europe: a multi-level analysis of (under)achievement in the life course (CLEAR) is conducted with 13 partners in eight EU-member countries—Austria, Bulgaria, Finland, Germany, Greece, Italy, Portugal, Spain. Designed as a multi-level, mixed-method study with transversal participatory elements, it seeks to examine the combination of multiple factors that shape learning outcomes and affect their quality.

The future of VET

Cornerstone for competitiveness and inclusive growth

Cedefop

The virtual conference will provide an opportunity for policy-makers, stakeholders, experts and researchers to discuss the findings of the research project on VET excellence and inclusion.

Its aim will be to deepen Cedefop’s understanding of the challenges facing European vocational education and training (VET) in the coming decades. Discussions will focus on how the concepts of excellence and inclusion are understood, addressed and operationalised at a national level. The conference will examine the characteristics of VET at higher levels and how (as well as whether and in which form) they underpin excellence but also how they deal with inclusion. It further complements the ongoing political discussion on the future of European VET.

Inclusive Guidance und Union of Skills: Neue Perspektiven für die Bildungs- und Berufsberatung

Arbeitsmärkte wandeln sich rasant. Unsicherheit, psychische Belastung und Entscheidungsdruck nehmen zu. Klassische Beratungsansätze stoßen an ihre Grenzen. Umso wichtiger wird die Rolle der Bildungs- und Berufsberatung: Sie gibt Orientierung, stärkt Selbstwirksamkeit und motiviert Menschen, ihren Weg zu finden.

Im Rahmen der „European Union of Skills" stellt sich die Frage: Welche Kompetenzen brauchen Beratungsfachkräfte, um Menschen mit unterschiedlichen Bedürfnissen wirksam zu begleiten? Welche zukunftsorientierten Fähigkeiten helfen Ratsuchenden, sich auf einem dynamischen Arbeitsmarkt zurechtzufinden und neue Chancen zu nutzen?

Die Euroguidance Fachtagung 2026 widmet sich genau diesen Fragen – aus europäischer und nationaler Perspektive. Beiträge aus Forschung, Politik und Praxis geben Einblicke in aktuelle Entwicklungen und zeigen konkrete Ansätze für die Weiterentwicklung der Beratung.

Am Nachmittag vertiefen fünf parallele Workshops zentrale Themen der Beratungspraxis. Der „Methodenmarkt" und der „Erasmus+ Corner" bieten Raum, um innovative Projekte kennenzulernen, Erfahrungen auszutauschen und neue Impulse für die eigene Arbeit mitzunehmen.

Die Gesellschaft steht vor großen Herausforderungen: Desinformation, Polarisierung und Misstrauen in Institutionen, das Erstarken totalitärer Bewegungen und Systeme – diese weltweiten Entwicklungen sind auch in Österreich spürbar und verunsichern die Menschen. Demokratische Rahmenbedingungen geraten unter Druck, sind aber wesentliche Voraussetzung für eine freie, pluralistische und zugängliche Erwachsenenbildung. Welchen Einfluss haben wir auf diese Entwicklungen, wie gehen wir persönlich damit um und vor allem: Was kann (Erwachsenen-)Bildung hier leisten? Das Programm der Enquete sieht wie folgt aus:

Isolde Charim beschäftigt sich in ihrer Keynote mit den Veränderungen der Demokratie und stellt die Frage, welche Art von Bildung wir brauchen. Dabei fragt sie gleichzeitig auch: Welche Art von Subjekten braucht es für eine funktionierende Demokratie?
Partizipative Formate stehen dann am Nachmittag im Mittelpunkt: Gaby Filzmoser wird ein Barcamp moderieren, bei dem eigene Themen und Anliegen eingebracht und mit interessierten Kollegen und Kolleginnen diskutiert werden können.
Zum Abschluss haben Ö-Cert-Anbieter die Möglichkeit, mit Ihren Formaten oder Projekten sichtbar zu werden. Bis spätestens 10.09.2026 können Projekte eingereicht werden, die sich auf außergewöhnliche und kreative Weise mit dem Thema der Enquete auseinandersetzen. Drei ausgewählte Projekte werden von ihren Einreichenden auf der Bühne präsentiert.
