Reforming qua­li­fi­ca­ti­ons systems. Are ETF inter­ven­ti­ons effective with their neighbours?

A recent online publication assesses the effectiveness of the European Training Foundation's activities in supporting the reform of qualifications systems in EU neighbouring countries.

The European Training Foundation (ETF) is an EU agency based in Turin that supports EU neigh­bou­ring countries in moder­ni­s­ing their VET and labour market systems. Karin Luomi-Messerer, Monika Auzinger and Frederick Elliot Gaved played a major role in an eva­lua­ti­on study that has just been published and assesses the effec­ti­ve­ness and impact of the agency’s measures on qua­li­fi­ca­ti­ons systems’ reforms in its partner countries in the period between 2014 and 2019. Based on the results, recom­men­da­ti­ons and concrete measures have been identified.
