Reforming qualifications systems. Are ETF interventions effective with their neighbours?
A recent online publication assesses the effectiveness of the European Training Foundation's activities in supporting the reform of qualifications systems in EU neighbouring countries.
The European Training Foundation (ETF) is an EU agency based in Turin that supports EU neighbouring countries in modernising their VET and labour market systems. Karin Luomi-Messerer, Monika Auzinger and Frederick Elliot Gaved played a major role in an evaluation study that has just been published and assesses the effectiveness and impact of the agency’s measures on qualifications systems’ reforms in its partner countries in the period between 2014 and 2019. Based on the results, recommendations and concrete measures have been identified.
