Working in the EU: Commission adopts Fair Labour Mobility Package

The European Commission has adopted a package on fair labour mobility aimed at making it easier to prove social security entitlements and use qualifications across EU borders.

The aim of the recently adopted Fair Labour Mobility Package is to make it easier for people to move, work and access their social rights across the EU. The package includes, among other things:

• a digital wallet for storing and accessing important social security documents and stan­dar­di­sed records of their qualifications;
• faster reco­gni­ti­on of skills and qua­li­fi­ca­ti­ons, for example, those of nurses, engineers and teachers, acquired in another EU country, helping to match skilled workers more effec­tively with labour market needs;
• stronger tools for the European Labour Authority to streng­then the enforce­ment of rules on fair labour mobility.

A key element of the package is the Skills Portability Initiative (SPI), which seeks to make qua­li­fi­ca­ti­ons and skills easier to under­stand, compare, verify and recognise across borders. The initia­ti­ve includes measures on digital qua­li­fi­ca­ti­ons, reco­gni­ti­on of pro­fes­sio­nal qua­li­fi­ca­ti­ons and the reco­gni­ti­on of qua­li­fi­ca­ti­ons and skills of third-country nationals. 3s Research & Consulting con­tri­bu­ted to the study for the impact assess­ment of the SPI.
