Beyond sub­si­di­sing training costs – exploring  the whole range of policies sup­port­ing CVET in MSMEs

Cedefop has released a new study examining strategies for fostering skills development, including employer-provided CVET, in micro, small, and medium-sized enterprises (MSMEs). Which instruments for making progress in supporting MSMEs are applied across the EU Member States?

The study Beyond Subsidising Training Costs: Policies to Increase Training Provision in Micro, Small, and Medium-Sized Enterprises presents key insight of a project coor­di­na­ted on behalf of Cedefop by 3s (Günter Hefler). It explorers the dif­fe­ren­tia­ted reasons behind the ‘MSME Training Gap’ and provides a new taxonomy of policies aiming at helping MSMEs to use the full potential of CVET for reaching their orga­ni­sa­tio­nal goals. As the study shows, providing co-funding for training has a role, however, for making progress, policies need to support MSMEs to extend the range of skills they are using in the first place.

Based on the new taxonomy, the study analyses a broad selection of 190 policies across the EU member states and provides 15 case studies on the interplay of policies targeting MSMEs in sectoral and regional skill eco systems.
