Towards a new generation of Individual Learning Accounts

On 16 June 2022, the Council of the European Union issued a Recommendation inviting Member States to introduce a new kind of universal individual entitlement for financial support for adult learning and to support the broad uptake of opportunities by a set of further vital policies, forming an enabling framework. The Recommendation acknowledges Member States‘ highly diverse Adult Learning Systems, calling for a tailored approach when adopting policies in line with the Recommendation’s objectives.
Against the backdrop of the Recommendation, the study conducted by 3s, Ockham-IPS and Ecorys on behalf of Cedefop develops policy guidelines rooted in a systematic analytical framework with the goal to support policymakers and stakeholders in reforming, designing or implementing policies that empower individuals to choose freely among learning opportunities, thereby enhancing their long-term career development. Building on the findings of the European Commission’s Impact Assessment Report on Individual Learning Accounts, the analytical framework will inform the implementation of five in-depth country case studies (Austria, Germany, Estonia, Ireland, the Netherlands) looking into the strengths and weaknesses of current or upcoming policies for financing and supporting adult learning and the overall effectiveness of the respective Adult Learning Systems. Conclusions will be summarised as recommendations supporting policy makers and stakeholders in adult learning across the European Union.
