Join the con­sul­ta­ti­on: Facilitating worker mobility through skills trans­pa­ren­cy and digitalisation

The Skills Portability Initiative (SPI) aims to address the core problem of limited portability of qualifications and skills in the EU. Stakeholders are invited to present their views.

The SPI will pursue three specific objectives:

  • increase the trans­pa­ren­cy and com­pa­ra­bi­li­ty of qua­li­fi­ca­ti­ons and skills, irre­spec­ti­ve of how and where they have been acquired;
  • modernise reco­gni­ti­on pro­ce­du­res for EU citizens’ access to regulated pro­fes­si­ons, including through digital tools; and
  • stream­li­ne and simplify the reco­gni­ti­on of third-country nationals’ qualifications

This initia­ti­ve aims to build on existing tools for trans­pa­ren­cy of skills and qua­li­fi­ca­ti­ons and to explore the promotion of inter­ope­ra­ble digital cre­den­ti­als. The goal is to faci­li­ta­te workers’ mobility, enhance the single market, and make it easier for skills and qua­li­fi­ca­ti­ons to be under­s­tood and accepted across the EU.

As part of the impact assess­ment acti­vi­ties the European Commission has launched a public con­sul­ta­ti­on on the upcoming Skills Portability Initiative. Workers, employers and others are invited to share their views and expe­ri­en­ces on the barriers they face today in skills por­ta­bi­li­ty when working and hiring across borders.

Both a que­sti­on­n­aire and a call for evidence will remain open until 27 February 2026.
