Regional Funding of CVET – Evaluation of the Salzburg Training Voucher

3s evaluates the deve­lo­p­ment of Salzburg’s funding instru­ment for voca­tio­nal training between 2018 and 2023 and iden­ti­fi­es potential areas for future improvement.

The funding of indi­vi­du­al costs for con­ti­nuing voca­tio­nal training through public subsidies has been firmly estab­lished in Austria for decades — in line with the respon­si­bi­li­ty for funding employees at the level of the federal states (Länder). Salzburg intro­du­ced a cor­re­spon­ding instru­ment back in 1998 with the Salzburger Bildungsscheck (engl. Salzburg Training Voucher), which aims to increase par­ti­ci­pa­ti­on in adult learning. Between 5,000 and 6,000 appli­ca­ti­ons for the grant are submitted each year.

The eva­lua­ti­on conducted by 3s focuses primarily on deve­lo­p­ments in the years 2018 to 2023 and analyses success and chal­lenges of the grant to date. The objective is to identify and provide approa­ches for further deve­lo­p­ment and fine-tuning of the programme’s design.

A com­pa­ri­son of the instru­ment design with similar funding instru­ments in Austria and Germany, makes it possible to identify specific features. In addition, admi­ni­stra­ti­ve data from more than 30,000 funding appli­ca­ti­ons submitted between 2018 and 2023 are analysed in order to identify the potential to improve gover­nan­ce and per­for­mance. Furthermore, an online survey with indi­vi­du­als funded in 2021 and 2023 is conducted. To address con­tex­tu­al issues and possible reform per­spec­ti­ves of the Salzburg Training Voucher, expert inter­views are conducted with repre­sen­ta­ti­ves of relevant stakeholders.
