New Cedefop report on learning outcomes-based curricula in VET
Cedefop has released a new publication, “The influence of learning outcomes-based curricula on teaching practices,” shedding light on how learning outcomes shape teaching approaches at VET schools in initial vocational education and training (VET) across ten European countries: Bulgaria, Ireland, France, Lithuania, Malta, the Netherlands, Poland, Portugal, Slovenia, and Finland.
Drawing on comparative insights, the study reveals that while teachers in most countries enjoy considerable autonomy in selecting teaching methods that align with learning outcomes, they often struggle with unclear or overly rigid definitions of those outcomes. The findings also point out that students tend to be more aware of learning outcomes when these are embedded consistently at both national and classroom levels.
A key message of the report is the need for better alignment between national policy frameworks, school-level implementation, and teacher training. Without such coherence, the potential of learning outcomes to improve teaching and learning in VET remains underused.
