New Cedefop report on learning outcomes-based curricula in VET

How do learning outcomes-based curricula shape what happens in vocational education and training (VET) classrooms? Cedefop's latest comparative study across 10 EU countries offers fresh insights.

Cedefop has released a new publication, “The influence of learning outcomes-based curricula on teaching practices,” shedding light on how learning outcomes shape teaching approaches at VET schools in initial vocational education and training (VET) across ten European countries: Bulgaria, Ireland, France, Lithuania, Malta, the Netherlands, Poland, Portugal, Slovenia, and Finland.

Drawing on comparative insights, the study reveals that while teachers in most countries enjoy considerable autonomy in selecting teaching methods that align with learning outcomes, they often struggle with unclear or overly rigid definitions of those outcomes. The findings also point out that students tend to be more aware of learning outcomes when these are embedded consistently at both national and classroom levels.

A key message of the report is the need for better alignment between national policy frameworks, school-level implementation, and teacher training. Without such coherence, the potential of learning outcomes to improve teaching and learning in VET remains underused.

The report is a valuable resource for curriculum designers, VET teachers, teacher educators, and policymakers looking to better understand and apply learning outcomes in practice. Karin Luomi-Messerer is member of the core team of the overall study and contributed to the report. Mariya Dzhengozova contributed as a national expert for Bulgaria, bringing important perspectives to the research.
