New Cedefop report on learning outcomes-based curricula in VET

How do learning outcomes-based curricula shape what happens in vocational education and training (VET) classrooms? Cedefop's latest comparative study across 10 EU countries offers fresh insights.

Cedefop has released a new publi­ca­ti­on, “The influence of learning outcomes-based curricula on teaching practices,” shedding light on how learning outcomes shape teaching approa­ches at VET schools in initial voca­tio­nal education and training (VET) across ten European countries: Bulgaria, Ireland, France, Lithuania, Malta, the Netherlands, Poland, Portugal, Slovenia, and Finland.

Drawing on com­pa­ra­ti­ve insights, the study reveals that while teachers in most countries enjoy con­sidera­ble autonomy in selecting teaching methods that align with learning outcomes, they often struggle with unclear or overly rigid defi­ni­ti­ons of those outcomes. The findings also point out that students tend to be more aware of learning outcomes when these are embedded con­sist­ent­ly at both national and classroom levels.

A key message of the report is the need for better alignment between national policy frame­works, school-level imple­men­ta­ti­on, and teacher training. Without such coherence, the potential of learning outcomes to improve teaching and learning in VET remains underused.

The report is a valuable resource for cur­ri­cu­lum designers, VET teachers, teacher educators, and poli­cy­ma­kers looking to better under­stand and apply learning outcomes in practice.
